Xinjiang's layout to create four 10 million tons of petroleum refining base

In the next few years, Xinjiang will build 10 million tons of petroleum refining and chemical bases with international competitiveness in Dushanzi, Urumqi, Karamay, and Kuche, thereby promoting the construction of industrial clusters and extending the petrochemical-related industrial chain.

Among the above four refining and refining bases, Dushanzi's 10 million tons of oil refining and 1 million tons of ethylene are the landmark projects for the development of China's western regions and the largest integrated refining and chemical project in China. The project began in August 2005 and began operations in June 2006. Construction, completed and put into production in September 2009. Nowadays, with the original capacity of refining and chemical industry, Dushanzi Petrochemical has processed 1600 tons, becoming one of the largest refineries in the country. China's crude oil imported from Kazakhstan is transported to Dushanzi through the China-Kazakhstan crude oil pipeline, so that this large-scale project resource has greater protection.

Relying on the Karamay Oilfield, Karamay Petrochemical's crude oil processing capacity plan will increase from the current annual output of 5 million tons to 10 million tons in the next two years, becoming the second 10 million-ton oil refinery processing enterprise in Xinjiang after Dushanzi Petrochemical. The crude oil processed by the company is mainly heavy oil, which accounts for 80% of the total processing volume. It is the largest heavy oil centralized processing base in China. At the same time, Karamay Petrochemical will build a world-class million-ton oil base by newly building a high-pressure hydrogenation unit with an annual output of 500,000 tons.

In July this year, a world-scale refinery project - the world's largest single-series of the largest million tons of p-xylene aromatics unit was completed at the Urumqi Petrochemical Company. Wuwu Petrochemical is building a "large oil refinery, large chemical fertilizer, and large aromatic hydrocarbon" base. . According to the plan, Urumqi Petrochemical's refining scale will be expanded from the current 6 million tons to 900-9.5 million tons next year, and the future goal is 10 million tons.

Kuqa County Development and Reform Commission said that at present, the county has formed a 2.2 million tons refinery production capacity in petrochemical industry, in which investment of more than 1 billion yuan*** Sinopec Tahe Branch 3.5 million tons of oil refining expansion project is completed by the end of the year, will make Kuqa’s refining capacity increased to 5.7 million tons. Both PetroChina and Sinopec Corp. plan to upgrade their local refining capacity, relying on the rich oil and gas resources of the Tarim Basin, and can develop a refining capacity of ten million tons within a few years.

The frequent actions in the field of oil and gas refining are transforming Xinjiang’s resource advantages into economic advantages, and the situation of the simple delivery of oil and gas resources in the past has changed. At present, PetroChina's refining capacity in Xinjiang has exceeded 22 million tons. In addition to the local crude oil natural gas supply and refining in Xinjiang, it is also necessary to withdraw imported crude oil from the China-Kazakhstan crude oil pipeline for supply and refining. With the implementation of “West-to-West Gasoline and Western-Oil West”, Xinjiang is expected to become the largest oil and gas refining and chemical base in China.

According to the latest statistics, from January to August this year, the oil and chemical industry in Xinjiang achieved steady and rapid growth, and the growth rate remained above 10%. According to the person in charge of the Xinjiang Economic and Information Commission, with the help of the world-class refining and chemical base construction, Xinjiang has clearly defined the plans for the construction of ten industrial clusters including petrochemicals, machinery manufacturing, plastic products, chemical fiber products, rubber products, and fine chemicals.

It is reported that Xinjiang has successively approved the approval of Shanshan, Kuche, Karamay, Midong, Kui independence, Luntai, Wusu, and other 13 industrial parks as autonomous region petrochemical and chemical industrial parks. In accordance with the development of refined petrochemical downstream processing, the requirements for extending the industrial chain have been met. These parks' overall plans, industrial development plans, and planning environmental assessments have all been basically completed, and infrastructure construction of the park has been fully carried out.
