Mineral Resources Exploration and Development Cooperation between Liaoning and Western Australia

On June 9th, at the invitation of the Department of Land and Resources of Liaoning Province, Ms. Gao Mai, Senior Director of Mining Promotion, Mineral Geology, and Senior Geologist of Western Australia’s Minerals and Minerals Department, came to visit Liaoning Province.

On the morning of the same day, the Department of Land and Resources of Liaoning Province organized a symposium on the exploration and development of mineral resources between Liaoning Province and Western Australia. The Provincial Geological Survey Unit, some state-owned mining enterprises, the leaders of private enterprises and the leaders from the frontline geological team, chief engineers, geologists, heads of international cooperation departments and the Ministry of Land and Resources of Liaoning Province, Foreign Affairs Department, Mineral Exploration Office, Mineral Development Management A total of more than 90 people attended the meeting, including departmental and propaganda centers.

Ms. Gao Mai represented the West Australian Minerals and Petroleum Department at the symposium on the mineral resources policy of the Western Australia government, the development of resource cooperation, resource geography, laws and regulations, financial policy, application for exploration and mineral rights, and approval procedures for cooperation. A detailed introduction was given.

It covers an area of ​​more than 2.5 million square kilometers, accounting for one third of Australia's total area, equivalent to one quarter of China's. There are three desert areas inland, and the population is close to 10% of the total population of Australia. The vast majority is concentrated in Perth, the capital. Western Australia is one of the world's mineral richest sources of minerals and energy. The high-grade iron ore of the Hamersley Range in the west, the Kalgoorlie Gold Mine in the south-central region, and the soils in the north and northeast are barren. According to statistics from 2009, Western Australia’s share of mineral products in the world is: aluminum 23%, ilmenite 10%, rutile 17%, zirconium 19%, iron ore 22%, gold 6%, nickel 13%,钽 15%, marine liquefied natural gas 9%.

In recent years, China's mining industry has accelerated its cooperation with other countries in the world, and more and more geological exploration units and enterprises have gone abroad. Although Liaoning Province is a major mining province, the high-intensity mining of mineral resources for decades has led to sharp declines in mineral resource reserves and the shortage of mineral resources has emerged. In response, the Party Group of the Liaoning Provincial Department of Land and Resources reviewed the situation and proposed the strategy of "getting out" for geological exploration units.

It is understood that in recent years, Liaoning Provincial Department of Land and Resources has taken a number of measures to actively guide the province's geological exploration units to go abroad, and some geological exploration units have successfully carried out mineral resources exploration and development cooperation with some countries, and made initial progress. In view of the rich mineral resources in Western Australia, with good prospects for development, in order to further serve the province's mineral resources exploration and development, build an international cooperation platform to effectively guide and promote the geological exploration units, mining companies to accelerate the pace of going abroad, Liaoning Provincial Department of Land and Resources According to the 2011 provincial mining international cooperation work plan, in April this year, the Western Australian Mineral Oil Ministry was officially invited to visit Liaoning Province. After the Liaoning Provincial Department of Land and Resources, the Foreign Affairs Department of Science and Technology actively operated and worked hard, it finally contributed to this forum.

At the meeting, Yue Yonghua, deputy director of the Liaoning Provincial Bureau of Geological Industry Geography, actively set up an international cooperation platform for the Provincial Department of Land and Resources to serve geological exploration units and enterprises, and guided the geological exploration units and state-owned and private enterprises to accelerate the pace of “going out” and expressed their appreciation. Thanks, and conducted in-depth understanding and exploration on issues such as mine exploration and development; Bao Guiquan, deputy director of the Northeast Coalfield Geological Bureau, discussed with representatives of Western Australia on the exploration of coal resources; Yang Min, president of the private enterprise representative Hanking Industry Group Co., Ltd. Ms. expressed her wish for cooperation on the development of mineral resources; representatives of the state-owned company Tiefa Coal Mining Group learned about the development of coal sales in Australia; Yang Chunming, a representative of the first-line geological exploration company, asked about the compensation for land occupied by geological exploration. Other participants also provided consultations to Dr. Gao Mai on detailed issues in mining applications, human environment, specific cooperation policy regulations and many other aspects, and received detailed answers.
