Chinese companies are dissatisfied with U.S. PV dual countermeasures

Shen Danyang said that the EU launched an anti-dumping and anti-subsidy investigation on China's PV products in 2013, which is a “double counter” investigation. The amount of investigation involving this case amounted to more than 20 billion U.S. dollars, which is the largest case of trade frictions encountered by Chinese products so far. However, based on the principle of mutual benefit and win-win results, China and the EU finally reached a "price commitment agreement" through active dialogue and consultation and successfully solved the photovoltaic trade friction. This incident has fully shown that as long as the two parties involved have enough sincerity to sit down and talk, they can have wisdom and ability to manage and control trade frictions.

He said that on the one hand, Chinese companies have asked the Chinese government to bring a dispute settlement in the WTO, and on the other, they have also considered taking a lawsuit in a domestic court. In December last year, the Canadian Border Services Agency formally launched a "double reverse" investigation on China's photovoltaic products. On March 5th this year, the Canadian side made preliminary decisions on the “double reverse” investigation of photovoltaic assembly and wafers imported from China, and levied 9% on several Chinese companies including Trina Solar, Jinko Energy and Wuxi Suntech. 286% of the "double anti-" tariffs will be arbitrated before June 30 of this year. We deeply regret this.

Shen Danyang pointed out that it is China’s consistent position to resolve trade disputes through dialogues and consultations. Our attitude towards trade friction in photovoltaic products is also the same. We hope to strengthen dialogue and cooperation with relevant countries, properly handle this type of issues, and jointly promote new global energy sources. The healthy development of the field.

It has played a positive role in promoting the healthy development of China's photovoltaic industry. According to the requirements of the State Council, the Ministry of Commerce, while actively and properly responding to trade frictions, has strengthened dialogues and negotiations with relevant countries, encouraged photovoltaic companies to innovate in international trade methods, conducted investment and production cooperation overseas, and has also achieved gratifying results in accumulating global innovation resources. We believe that China's photovoltaic industry can withstand wind and waves, and the quality and efficiency of development will continue to increase.
