In May 1974, the Ministry of Machinery, the Ministry of Metallurgy, the Ministry of Combustion and the Bureau of Geological Bureau of the State Planning Commission held a large-scale identification meeting for synthetic diamond impregnated bits in the tin mine of Hunan Province. At the meeting, the Shanghai Drilling Group of the Beijing Institute of Exploration Engineering and the Shanghai Grinding Wheel Factory cooperated with the hot pressing method to produce the first batch of artificial diamond impregnated drill bits in China. At the time, Vice Premier Li Xiannian of the State Council gave full support to the development of synthetic diamond drill bits. On September 9, 1973, Deputy Prime Minister Li Xiannian issued a "recommendation to adopt a positive policy... to mobilize the masses, strengthen leadership, sum up experience, and make it quickly improve quality, multi-variety production..."
